Understanding the GST Voucher Scheme for Singapore Households
The GST Voucher (GSTV) scheme is Singapore's permanent mechanism for offsetting Goods and Services Tax expenses for lower- and middle-income citizens, introduced at Budget 2012 and paid out every year since. According to the Ministry of Finance (MOF), about 1.5 million adult Singaporeans received up to $850 in GSTV – Cash in August 2026, while roughly 710,000 seniors received up to $450 in GSTV – MediSave top-ups the same month. HDB households separately receive GSTV – U-Save and S&CC Rebate every January, April, July and October. Because eligibility depends on four separate variables — age, income, home Annual Value (AV), and flat type — most households have no clean way to see their total annual payout across all four components in one place. This calculator pulls together the official FY2026 payment tables so you can estimate your full-year GST Voucher value in under a minute.
Not financial advice. All figures are sourced from Ministry of Finance FY2026 press releases as at August 2026 and are estimates only — your actual payout is determined by IRAS, CPF Board and MOF based on your NRIC records.
Why the Numbers Are Confusing
Each GSTV component uses a different eligibility test. Cash depends on your Assessable Income (AI) for the prior Year of Assessment and your home's AV. MediSave ignores income entirely but requires you to be 65 or older. U-Save and S&CC Rebate depend only on your HDB flat type, disbursed in quarterly instalments rather than one lump sum. Because these rules stack differently for every household, a retiree in a 3-room flat and a working adult in a 5-room flat can receive very different totals even with similar household income.
What This Calculator Covers
Enter your age, Assessable Income, home AV, property count and (if applicable) HDB flat type, and the tool instantly estimates all four GSTV components using the official FY2026 tables published by MOF in July and August 2026 — giving you one combined annual figure instead of four separate scheme pages.
How to Use This GST Voucher Calculator
- Enter your age: this determines GSTV Cash eligibility (21+) and whether you qualify for GSTV MediSave (65+).
- Enter your Assessable Income (AI) for YA2025: found on your NOA from IRAS — this must be $39,000 or below for GSTV Cash.
- Enter your home's Annual Value (AV): as at 31 December 2025, shown on your property tax bill or via the IRAS myTax Portal.
- Select the number of properties you own: owning two or more properties disqualifies you from all four GSTV components.
- Select your home type and HDB flat type (if applicable): this determines your U-Save and S&CC Rebate quantum for the full financial year.
The calculator instantly shows your estimated GSTV – Cash, MediSave, U-Save and S&CC Rebate, plus a combined total for FY2026.

What Is the GST Voucher Scheme?
The GST Voucher (GSTV) is a permanent scheme, not a one-off Budget handout, meaning eligible households can expect it every year rather than depending on a single Budget announcement. It has four components: GSTV – Cash (paid every August to help with immediate cost-of-living needs), GSTV – MediSave (paid every August as a CPF MediSave Account top-up for seniors), GSTV – U-Save (utilities rebates paid every January, April, July and October), and the S&CC Rebate (Service & Conservancy Charges offsets, also paid quarterly). According to MOF, about $1.4 billion was disbursed under GSTV – Cash and MediSave alone in FY2026, on top of U-Save and S&CC Rebate outlays. The scheme specifically targets lower- and middle-income Singaporeans: those with higher Assessable Income or larger, higher-value homes typically receive a smaller share or none at all.
How Each GSTV Component Is Calculated
GSTV – Cash uses two thresholds: your Assessable Income (AI) for the prior Year of Assessment must not exceed $39,000, and your home's Annual Value (AV) as at 31 December of the preceding year determines the tier — $850 for AV up to $21,000, or $450 for AV between $21,001 and $31,000. Above $31,000 AV, or owning two or more properties, means no GSTV Cash. GSTV – MediSave has no income test at all, but requires you to be a Singaporean aged 65 or older with AV of $31,000 or below; the payout tiers from $150 to $450 depending on your age band (65–74, 75–84, 85 and above) and AV bracket. U-Save and S&CC Rebate are calculated purely off HDB flat type, disbursed in four instalments across the financial year rather than a single payment — which is why many households underestimate their full-year U-Save value if they only look at one quarter's SP Services bill credit.
GSTV Cash vs MediSave: Who Gets What
| Component | Age Requirement | Income Test | AV ≤ $21,000 | AV $21,001–$31,000 |
|---|---|---|---|---|
| GSTV – Cash | 21 and above | AI ≤ $39,000 | $850 | $450 |
| MediSave (65–74) | 65–74 | None | $250 | $150 |
| MediSave (75–84) | 75–84 | None | $350 | $250 |
| MediSave (85+) | 85 and above | None | $450 | $350 |
Both Cash and MediSave require owning no more than one property. A retiree aged 75 in a 4-room flat with AV under $21,000 would receive $850 (Cash, if AI qualifies) plus $350 (MediSave) — $1,200 combined, before U-Save and S&CC Rebate are even added.
U-Save and S&CC Rebate by Flat Type (FY2026)
| Flat Type | U-Save (Full Year) | S&CC Rebate (Months) |
|---|---|---|
| 1- and 2-Room | $570 | 3.5 |
| 3-Room | $510 | 2.5 |
| 4-Room | $450 | 2.5 |
| 5-Room | $390 | 2.0 |
| Executive / Multi-Generation | $330 | 1.5 |
Note that the S&CC Rebate is expressed in months of conservancy charges waived, not a fixed dollar figure — the actual dollar value depends on your Town Council's monthly S&CC rate, which varies by estate. Our calculator lets you plug in your own monthly bill to convert months into an estimated dollar value. July 2026's U-Save disbursement was double the regular quarterly amount as a one-off measure to help households cope with the 2026 carbon tax increase, on top of the permanent scheme.
Payment Dates, PayNow-NRIC & Scam Warnings
For FY2026, GSTV Cash was disbursed via PayNow-NRIC from 7 August 2026, via GIRO by 18 August, and via GovCash by 25 August, while MediSave top-ups were credited to CPF accounts by 11 August. MOF explicitly reminds citizens that government officials will never ask for bank log-in details or money transfers over a phone call — any SMS claiming to be from "gov.sg" will only notify you of a payout, never ask you to click a link or reply with personal details. If you are unsure whether a message is genuine, call the 24/7 ScamShield Helpline at 1799. You can verify your own eligibility and payment status any time via the govbenefits.gov.sg portal using Singpass.
GSTV as Part of Your Retirement Income Plan
While GSTV payouts are modest compared to CPF LIFE monthly payouts or a diversified dividend portfolio, they are a real, recurring, near-risk-free addition to a retiree's annual cash flow — and unlike investment income, they require zero capital and no market exposure. For lower-income seniors in smaller flats, GSTV Cash, MediSave, U-Save and S&CC Rebate combined can offset a meaningful share of monthly expenses, freeing up more of a CPF LIFE payout or dividend income for discretionary spending. If you are building a broader passive income strategy in Singapore, it's worth tallying GSTV alongside CPF LIFE and S-REIT dividends using our Retirement Planning Calculator to see your complete picture, and our CPF investment strategy guide if you're still working and want to optimise contributions before retirement.
Frequently Asked Questions
What is the maximum GST Voucher payout I can get in 2026?
A Singaporean aged 85+ living alone in a 1- or 2-room HDB flat with AV under $21,000 and AI under $39,000 could receive up to $850 (Cash) + $450 (MediSave) + $570 (U-Save) + 3.5 months of S&CC Rebate — well over $1,900 across the full year, excluding the S&CC dollar value.
Do I need to apply for the GST Voucher every year?
No. If you have signed up previously via govbenefits.gov.sg with Singpass, payouts are automatic every year based on your latest tax and property records. You only need to re-register if your bank account or eligibility details have changed significantly.
Can I get GSTV Cash if I own a private property?
Yes, as long as you own no more than one property in total and your home's Annual Value and Assessable Income fall within the GSTV Cash thresholds. Private property owners are not automatically excluded — only owning two or more properties disqualifies you.
What is the difference between GSTV Cash and GSTV MediSave?
GSTV Cash is paid to eligible adults aged 21+ based on income and AV, and can be spent on anything. GSTV MediSave is paid only to seniors aged 65+, has no income test, and can only be used for CPF MediSave-approved purposes like MediShield Life premiums and outpatient treatment.
How much U-Save will my HDB flat get in FY2026?
It depends on flat type: $570 for 1- and 2-room flats, $510 for 3-room, $450 for 4-room, $390 for 5-room, and $330 for Executive/Multi-Generation flats, disbursed across four instalments in January, April, July and October.
Which Singapore platform should I use to grow money on top of my GSTV payouts?
Can I use my GSTV MediSave top-up to pay for Integrated Shield Plan premiums?
Yes. GSTV MediSave top-ups are credited directly to your CPF MediSave Account and can be used to pay MediShield Life and Integrated Shield Plan premiums, subject to the usual CPF withdrawal limits for insurance.
Why did I not receive any S&CC Rebate this quarter?
S&CC Rebate eligibility requires a Singaporean flat owner or essential occupier, and is not payable if the flat is fully rented out with no Singaporean tenant, or if any owner/occupier has an interest in private property. Check your eligibility via MyHDB with Singpass.
Does owning a second property in my spouse's name affect my GSTV eligibility?
Yes. Eligibility is assessed at the household and individual level based on property ownership records with IRAS and HDB — if you or your spouse own two or more properties in total, none of the four GSTV components apply to your household.
